Online conference on management and development of industrial clusters (CCN) took place on July 2, 2021 with the main point in Hanoi and 63 points in provinces and cities nationwide, to evaluate the role of clusters. The basic policy mechanism has met management requirements but is not very synchronous, the development of industrial clusters is not really uniform, and the operational efficiency of industrial clusters is not high.

“It is necessary to look directly at the existing problems and difficulties in mechanisms, policies as well as the implementation of policies on industrial cluster management and development. From there, unify the orientation and a number of tasks to continue promoting the management and development of industrial clusters in the coming time” – the Minister requested.

The overall picture of management and investment in industrial cluster development is stated in the report of Director of the Local Industry and Trade Department Ngo Quang Trung at the conference. Accordingly, recently, the Ministry of Industry and Trade has proactively advised the Government to manage industrial clusters nationwide. To date, current legal documents on industrial cluster management include Decree No. 68/2017/government decree, Decree 66/2020/government decree, Circular 28/2020/ The Ministry of Industry and Trade has basically created a unified legal corridor for management and development of industrial clusters from planning, establishment, and expansion of industrial clusters to investment in infrastructure construction and production in industrial clusters.

Currently, localities strictly implement the management and investment in developing industrial clusters according to the order and provisions of the law. In particular, many localities have reviewed, adjusted and supplemented planning, established and expanded industrial clusters to meet production and business investment needs in the area; The quality of additional work and establishment of new industrial clusters has been significantly improved.

“The production activities of enterprises in industrial clusters have rapidly promoted the transformation of the economic and labor structure of localities towards increasing the proportion of industry, creating jobs and stable income. for a part of the labor force in the area. Craft village industrial clusters have actively contributed to relocating businesses and establishments that cause environmental pollution out of residential areas, minimizing environmental pollution” – Director General Ngo Quang Trung stated.

However, the report of the local Department of Industry and Trade also points out shortcomings in the management and investment in developing industrial clusters such as: Some localities have not yet made development plans, so they have difficulty investing in development. industrial clusters, some other localities are slow to adjust the master plan for developing industrial clusters in the area for the period 2016-2020. In addition, many localities have not closely followed the needs of industrial development as well as favorable conditions for transport infrastructure in the area, so they have to be adjusted and supplemented many times. The preparation and submission for approval of Provincial Planning for the period 2021-2030 (including the Industrial Cluster Development Plan) in many localities is still slow and does not meet requirements.

The report also added that the compliance with some contents and regulations of Decree 68/2017/Decree – Government and the law in some localities is still not serious and complete. Central agencies and many localities have not yet built mechanisms and policies strong enough to complete investment in industrial cluster infrastructure, attract businesses to invest in industrial cluster infrastructure and businesses. secondary to industrial clusters. Many localities are facing difficulties and confusion in converting the model of industrial clusters invested by the state to enterprises being investors in construction and infrastructure business to handle previous problems.

Regarding the orientation for developing industrial clusters nationwide, Director Ngo Quang Trung said that localities need to urgently build and complete the Industrial Cluster Development Plan for the period 2021-2030 in the area; processed, integrated into the Provincial Planning, submitted to competent authorities for comments, appraisal and approval according to regulations.

Industrial clusters in the province attracted 253 businesses and production facilities to lease land, creating jobs for 22,360 workers, the production value of enterprises in industrial clusters reached approximately VND 3,655 billion/year. , paying about 450 billion VND to the annual budget.

The representative of Nghe An Provincial People’s Committee proposed that the Ministry of Industry and Trade, relevant ministries and branches pay attention and strengthen direction to promote investment in infrastructure construction and call for investment in industrial clusters and clusters. craft village. Sharing about the situation of management and development of industrial clusters in the Southern region, the representative of Long An Provincial People’s Committee shared that since the beginning of the task of managing industrial clusters, up to now the province has 22 industrial clusters in operation, receiving more than 622 secondary investors, the leased land area is about 756.48 hectares, the occupancy rate of operating industrial clusters is about 77.67%.

However, the representative of Long An province admitted that during operation, industrial clusters still face many difficulties. Especially the issues of planning, site clearance, management and investment, and environmental protection.

Therefore, the leaders of this province proposed that the Ministry of Industry and Trade accompany and remove difficulties so that the management and development of industrial clusters in the province can develop sustainably.

The Minister affirmed: “The Government, the Ministry of Industry and Trade as well as other ministries and functional agencies have promptly institutionalized the Party’s views with very specific regulations such as Decision 105 (2009) and Decree 68 of 2017. , Decree 66 of 2020 and Circular 20 of the Ministry of Industry and Trade of 2020”. Besides, the planning of industrial parks in many localities has not really received attention, the quality of planning is still limited and stereotyped. “Investment in industrial cluster infrastructure in many places still relies mainly on public investment without paying attention to attracting investment sources from society” – the Minister pointed out. The Minister said that the management of industrial clusters is generally still loose, with unclear mechanisms of local authorities.

 

“We need to propose to the Party and State to have a policy for the Ministry of Industry and Trade to have more specific regulations, give more authority and greater responsibility to the Departments of Industry and Trade of provinces and cities in industrial activities. , trade in general, and in the activities of industrial zones and clusters in particular”- said the Minister.

 

After analyzing the causes of shortcomings and inadequacies in the management and development of industrial clusters, based on the synthesis of recommendations at the Conference, Minister Nguyen Hong Dien requested to focus on implementing 5 tasks. service:

Firstly, provinces and cities need to continue to research and more deeply grasp the Party’s views and policies on industrial development in the coming period, thoroughly grasp and strictly implement the Party’s mechanisms and policies. The state, especially the current mechanisms. At the same time, rectify management towards clear subjects and clear responsibilities for industrial clusters. Agree to stop attracting investment outside industrial parks and industrial clusters.

Second, urgently develop strategies and plans for industrial and commercial development on the basis of the national strategy and industry development strategy, promoting local advantages; must create foundation industries to gradually participate in the global production supply chain; Promote the development of supporting industries, chemical industries, materials industries, and manufacturing processing; Proposed integration into provincial planning.

Third, it is necessary to focus on building and promulgating a system of mechanisms and policies that are strong and synchronous enough, ensuring stability to attract investors and businesses in industrial cluster infrastructure.

Fourth, localities need to continue to promote administrative reform, especially simplifying administrative procedures, creating more openness and efficiency in attracting investment for businesses, including low-cost enterprises. floors and secondary investment enterprises. The Ministry of Industry and Trade will strengthen decentralization, authorization and increase post-inspection.

Fifth, strengthen inspection and supervision, promptly remove difficulties and obstacles for businesses in industrial clusters, first of all through the local Department of Industry and Trade and other departments and functions. Strengthen coordination mechanisms between state management of the industry and local government management.

The Minister assigned the local Department of Industry and Trade to synthesize opinions at the conference, complete the report and send it back to the Departments of Industry and Trade for comments before the Ministry has an official document to submit to the Government.
